Aquino leads 25th Anniversary rites of the Philippine Information Agency

President Benigno S. Aquino III stressed the importance of cooperation in the formulation of solutions to the challenges rather than being part of the problem as he urged them to continue supporting the government's various efforts to effect reforms towards achieving sustainable progress and development in the country.

In his speech during the 25th Anniversary celebration of the Philippine Information Agency (PIA) at its main office at the Visayas Avenue in Quezon City on Wednesday, the President cited the relevance of proper information handling and dissemination.

"Muli't muli po nating ididiin ang halaga ng ating pagkakaisa sa pakikibahagi sa solusyon, sa halip na dumagdag pa sa problema. Kakambal ng isinusulong nating katarungan sa lahat ng antas ng pamamahala ang pagtataguyod ng pangmatagalang kaunlaran sa ating bansa," the President said.

"Patuloy po nating palaganapin ang liwanag ng pagbabago, at patibayin pa ang ating pagkakapit-bisig tungo sa pagkakamit ng tunay na kasaganahan sa ating bayan," he added.

The President acknowledged the PIA's role in efforts to ferret out the truth for the benefit of the country and the Filipino people.

"Ito (PIA) ang magiging kasangga natin sa paglalabas ng katotohanan hindi paminsan-minsan kundi palagian… at iyon po ang inaasahan natin sa kanila… na talagang mabibigyan ang ating mga kababayan ng tunay at tamang impormasyon sa tamang oras para naman po maka-desisyon ang ating mga mamamayan ng tama parati," President Aquino said.

He added that through the PIA, significant data are made known to the people, eventually making them equipped to decide on matters of national interest.

The Chief Executive also expressed high hopes that the launching of PIA's newest technological tools in information management would lead to a better and more intelligent citizenry.

"Iyan po ang palagay kong buod ng inyong mandato, hindi po magpa-pogi kanino man, kundi para tulungan na mabigyan ng kakayahan at kapangyarihan ang ating mga mamamayan maka-desisyon ng tama sa lahat po ng panahon. Inaasahan ko po na iyan ang mangyayari sa inyong mga bagong pamamaraan," the President said.

During the event, President Aquino led in launching the agency's new website, text blast system and art gallery.

Witnessing the simple ceremonies are cabinet officials led by Presidential Communications Operations Office (PCOO) Secretary Herminio "Sonny" B. Coloma Jr., Health Secretary Enrique Ona, Environment and Natural resources Secretary Ramon Paje, Technical Education and Skills Development Authority Director General Joel Villanuevaa and Commission on Human Rights Chairperson Etta Rosales.

Also in attendance were Quezon City Vice Mayor Joy Belmonte, PIA Director General Jose Fabia and Philippine Broadcasting Service Director Tito Cruz, among others.

President Aquino also witnessed the turn over of the symbolic discs by Fabia to Presidential Communications Development and Strategic Planning Office (PCDSPO) Undersecretary Manolo Quezon III. The discs contain PIA's collection, which were handed over to the Presidential Museum and Library under the PCDSPO.

The New PIA Website (www.pia.gov.ph) is the new face of the Agency in the online microcosm. It is a vast improvement from the previous website as it incorporates an interactive feature allowing real-time feedback mechanism while providing access to timely news and photos around the country, updates on government programs and projects, official pronouncements, and links to other government portals.

The PIA Text Blast is a Public-Private Partnership project of the PIA and the National Telecommunications Commission with the major telecom companies. It serves as a platform for sending free short messaging system (SMS) on vital government information to mobile phone users nationwide.

Among the SMS that will be sent for free include Presidential pronouncements, information on people's health, updates on government programs, services and news advisories.

The PIA Art Gallery provides a venue for budding artists to showcase their outstanding works of art and at the same time, inspire others to promote Filipino culture through different art forms. (jcl/12:58 p.m.)

Gov't taking steps to lessen impact of continuing rise of crude oil in the world market

THE Aquino government has started exerting all possible efforts to lessen the impact of the continuing rise of prices of crude oil in the world market on consumers and our economy, a Palace official said on Monday.

Deputy Presidential Spokesperson Abigail Valte issued the statement during the regular press briefing held in Malacanang on Monday, in response to news reports regarding the claims of Iran that oil prices could rise as high as $150 a barrel because of the European Union (EU) ban on imports of Iranian crude.

"I believe that is something that the Department of Energy (DOE) is already aware of and again, they have been taking steps to come up with measures if and when something like that happens," Valte said.

The DOE has stepped up its efforts to ensure that prices of petroleum products in the country remain fair and reasonable. The DOE also started implementing other measures to address the impact of the continuing rise of prices of crude oil.

News reports revealed that the European Union Foreign Ministers have agreed to ban oil imports from Iran starting July 1 as part of measures to ratchet up the pressure on the Persian Gulf nation's nuclear program, the 27-nation bloc said in a statement issued last week.

The EU will freeze assets of the Iranian central bank in Europe as well as of eight other entities and ban the trade in gold, precious metals, diamonds and petrochemical products from Iran, the EU said.

Iran Deputy Oil Ministry Ahmad Qalebani said oil prices could rise as high as $150 a barrel in the future, according to news reports. (PCOO)

PhilHealth extends coverage of LGU-sponsored members until March 31

AT least five (5) million less privileged families, whose health insurance coverage expired last December 31, 2011, can still avail themselves of health care benefits from facilities accredited by the Philippine Health Insurance Corporation (PhilHealth) until March 31, 2012.

This was announced recently by PhilHealth President and CEO Dr. Eduardo P. Banzon for the benefit of these families who were identified by and whose coverage under PhilHealth's Sponsored Program (SP), is provided for by LGUs and/or other sponsors for Calendar Year 2011. He, however, emphasized that the extended validity period does not entail any additional cost to the sponsoring LGU.

Banzon said that this development will ensure the continued health insurance coverage of over ten (10) million low-income and marginalized members of society who are enrolled under the SP.

He added that these include the 5.2 million poor families identified by the National Household Targeting System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development (DSWD) and whose coverage comes with National Government funding.

To address LGUs' concern over the increase in premium contribution rate starting this year, Banzon emphasized that a new payment scheme will make it easier for LGUs to renew their sponsorship of the indigent families' coverage. (PhilHealth)

NBI has new OIC

A regional state prosecutor has been designated as officer-in-charge of the National Bureau of Investigation (NBI).

The Department of Justice (DOJ) named Region 1 Prosecutor Nonnatus Caesar R. Rojas as the new NBI OIC.

The order was signed by Justice Secretary Leila De Lima.

A graduate of San Beda law, Rojas started his practice on May 8, 1994.

Rojas is a native of Vigan, Ilocos Sur. His father is also a former NBI official.

Former NBI Director Magtanggol Gatdula was ordered removed from his post last Thursday after de Lima submitted to President Benigno S. Aquino III the recommendations of the fact-finding panel that investigated the abduction and extortion case of a Japanese women named Noriyo Ohara.

In her order, Justice Secretary Leila de Lima tasked Rojas to "oversee the day-to-day administration of the Bureau's operation" until the permanent replacement of Gatdula is announced.

"Such destination shall not include the power to act on matters involving policy determination, approval of long-term contracts and transactions, appointment and firing of personnel, and other matters which, by their nature, are essentially within the authority of the Secretary of Justice," the order read. Repatriation of 296 Filipino crew of the Italian cruise ship begins today

The Department of Foreign Affairs (DFA) reported yesterday that all 296 Filipino crewmembers of the ill-fated M/V Costa Concordia are safe and awaiting repatriation after their cruise ship capsized off the coast of Grosseto, Tuscany in Western Italy last Friday.

Officials of the Philippine embassy in Rome said Costa Crociere S.P.A, the company that owns the cruise ship, assured the Filipino crewmen that the firm is organizing the repatriation flights to Manila beginning today.

The company provided the official list of the Filipino crewmembers to the embassy's Emergency Response Team and assured the team that the firm would give full compensation to the Filipino crew, refund their lost belongings, replace their lost cash, and issue a formal letter of undertaking detailing the company's firm commitment.

The embassy team has started issuing travel documents to the Filipino crewmembers at the La Fattoria, Granduca and Terme hotels in Grosseto to facilitate their repatriation to the Philippines.

All travel documents, including the photographs of the Filipinos, are processed free of charge by the team.

Three Filipino crewmembers were reportedly confined in a hospital in Grosseto for injuries suffered when they fell on the ship's deck.

Philippine Ambassador to Italy Virgilio Reyes Jr. dispatched the seven-man embassy Emergency Response Team, led by Consul General Grace Cruz-Fabella, to provide the necessary assistance to the Filipino crew. (DFA)

Palace elated over survey ranking the Philippines as 8th friendliest country

Malacanang expressed elation over the HSBC Expat Explorer Survey result, which ranked the Philippines as the eighth friendliest country in the world.

Earlier, the 2012 Index of Economic Freedom, published by The Wall Street Journal and The Heritage Foundation gave the Philippines a 57.1 score for economic freedom, making its economy the 107th freest in the 2012 Index. The score is 0.9 point higher than last year.

"We're also happy to note that in one of the surveys conducted by HSBC, the Philippines ranked as one of the… the eighth friendliest country out of most of the countries rated in the world. And this is why we believe na talagang it really is more fun in the Philippines," Deputy Presidential Spokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan on Saturday.

The administration will always promote what is good… what is good with the economy and people," Valte said countering the criticisms being leveled against the Aquino administration.

According to HSBC's Expat Explorer Survey released last year, the Philippines is the eighth friendliest country in the world for expatriates. HSBC surveyed 3,385 expats in 100 countries between May and July 2011.

The countries were ranked based on four categories: ability to befriend locals, success in learning the local language, capacity for integrating themselves into the community, and ease in which they fit into the new culture.

Forbes.com, citing the results of the HSBC survey, said the Philippines is a country "friendly on wallets," with large number of expatriates saying they have an increased access to luxuries, including domestic staff, swimming pools and owning properties.

New Zealand topped the list of the world's friendliest countries, posting excellent scores in all four categories. (PCOO)

DepEd sets early registration on January 28

The Department of Education (DepEd) sets January 28, 2012 as the early registration day for School Year (S.Y.) 2012-2013 in all public elementary and secondary schools nationwide.

"We have set aside this day for the early registration of out-of-school children, out-of-school –youth, children and youth with learning difficulties along with kinder, Grade 1 and incoming first year high school students," said Education Secretary Bro. Armin A. Luistro.

Luistro said the Philippines is firmly committed to meet the goals of universal basic education and Education For All being advocated by the United Nations.

The early registration seeks to reach out to all five year-old children to enrol in kindergarten and for six year-olds to enlist for Grade 1.

It also aims to guarantee enrolment of OSC and OSY from the disadvantaged groups, indigenous peoples and street children ages 5 to 18 in their preferred delivery system. They can choose between formal schooling through alternative delivery mode (ADM) or informal mode via the alternative learning system (ALS).

The early registration also aims to keep track of OSC and OSY with disabilities whose ages range from 5 to 18 across grade levels and provide them with appropriate education intervention. "The state mandates that all Filipinos with or without learning disabilities must have access to education and the early registration aims to count them in," the education chief explained. Safety of foreign tourists assured – Malacañang

Malacañang on Tuesday sought to downplay the Australian government's recent travel advisory to its citizens against traveling to the Philippines due to possible threats to their safety, saying the police and military were on top of the situation of upholding peace and order in the country.

In a press briefing, Presidential Spokesperson Edwin Lacierda assured the safety of Filipinos as well as those of foreign tourists.

"We respect their travel advisory but again we assure the public, we assure the Australian tourists here as well as any tourist of their safety," Lacierda said.

"We are on top of the situation that is why we did what we did yesterday, and days before the Black Nazarene Fiesta," he added.

Last Sunday, President Benigno S. Aquino III bared the possibility that the Feast of the Black Nazarene on Monday (January 9) would be disrupted by unknown lawless elements.

The President urged those planning to attend this year's procession to exercise maximum vigilance as he ordered security forces in Manila to be put on high alert. (pcoo)

Growing reactions to new tourism slogan proves DOT campaign works – Palace

THE growing number of reactions to the new slogan of the Department of Tourism, whether online or in print media, is proof that the campaign to attract more visitors to the Philippines is working, a Palace official said on Sunday.

Deputy Presidential Spokesperson Abigail Valte said more and more Filipinos are getting "on board" and joining the government's move to present the country as the best place to visit in 2012.

The DOT recently launched the "It's more fun in the Philippines" campaign as part of its intensive efforts to promote the country as a premiere tourist destination.

Valte said that the debates and intrigues triggered by this new slogan "attest that it is more fun in the Philippines."

"If you check the reactions on line, everybody is getting on board, everyone is having fun with the slogan," Valte said.

She expressed confidence that this new campaign of the DOT will succeed to bring in the volume of tourist arrivals this year.

"The measure of how effective the slogan is will be, in the numbers, in the figures, in the number of tourist arrivals that the country will have," Valte said.

DOT launches new tourism slogan

THE Department of Tourism unveiled Friday morning its new tourism campaign dubbed "It's more fun in the Philippines."

Tourism Secretary Ramon Jimenez said the campaign is simple and truthful and answers the simple question, "Why should I go to the Philippines?"

"Our strategy is simple: while other countries invite you to observe, Filipinos can promise a more heartfelt and interesting experience. Wherever you go, whatever you do in the country, it's the Filipinos that will complete your vacation and will make your holiday unforgettable," Jimenez said about the concept, which was developed by advertising agency BBDO Guerrero.

He said "It's more fun in the Philippines" will be rolled out in international markets while the shorter "#1 for fun Philippines" will be the slogan for the domestic market.

DOT also launched its new website for the campaign, http://itsmorefuninthephilippines.com/.

For the past week, the DOT, through private briefings with traditional media and social media personalities, has been trying to create buzz about the unveiling of its new campaign.

Palace defends economic achievements from criticisms

MALACANANG expects to post significant growth in the agriculture sector given the increased budget allotted to the Department of Agriculture this year, which is expected to uplift the national economy as a whole.

In a press conference on Thursday, Presidential Spokesman Edwin Lacierda fended off criticisms that say the country will not experience much economic growth this year due to weak government policies.

Lacierda said the country posted increased agricultural production despite the storms and calamities that hit the Philippines last year.

"Agricultural productivity is growth, is real and equitable growth. So many people would be benefited from increased agricultural productivity," he said in response to comments claiming that the government hasn't produced more jobs.

This is growth for the farmers; agricultural productivity will benefit a great number of our people," he stressed".

With a bigger budget this year, the DA said it would vigorously pursue initiatives that will ensure sufficiency in major staples by 2013 that include rice, white corn, cassava, and other basic commodities.

In his 2011 year-end report, Agriculture Secretary Proceso J. Alcala said a big chunk of the DA's 2012 budget of P61.73 billion will be spent to implement the Food Staples Sufficiency Program (FSSP), which is the centerpiece program of the Aquino administration.

The program intends to frontload investments, particularly on infrastructure such as irrigation, farm-to-market roads, and postharvest facilities, Alcala said.

With an allocation of P24.5 billion for 2012 for irrigation, Secretary Alcala said the DA will construct new irrigation systems, and restore and rehabilitate existing ones that service a total of 224,850 hectares of farm lands nationwide.

For postharvest and other infrastructures, the DA has alloted P11.28 billion. This will be spent to construct drying, storage, and processing facilities, storage and milling equipment, including dairy equipment and machineries.

The DA said it would also construct major agri-fishery trading centers in many areas throughout the country. (PCOO)

Malacanang says DOE is forming a team to scrutinize oil companies

THE Department of Energy (DoE) is currently forming a team that will scrutinize the books of accounts of the oil companies in support of President Benigno S. Aquino III's call for transparency, a Palace official said on Wednesday.

"From what I understand from Energy Secretary Jose Rene Almendras, they are close to already forming the team that will scrutinize the books of the oil companies. They already have representation from the sectors," Deputy Presidential Spokesperson Abigail Valte said during the regular press briefing in Malacanang on Wednesday.

Report said the oil firms are willing to open their books of accounts for government examination in response to a call from the President to face public scrutiny.

On the other hand, various groups expressed concern over reports that oil players will implement upward price adjustments this January, according to news reports.

Valte assured that the Department of Trade and Industry (DTI) is regularly conducting monitoring of prices to prevent overpricing.

Oil companies are ready to follow the requirements being imposed by the DoE as mandated by appropriate provisions" relevant laws, such as the Downstream Oil Industry Deregulation Act.

The oil firms are also mandated to comply strictly with the "financial protocols of the Bureau of Customs and Bureau of Internal Revenue, as well as statutory submissions to the Securities and Exchange Commission. (PCOO)

Malacañang confident DTI will meet export targets

MALACANANG expressed confidence that the Department of Trade and Industry would be able to fulfill the country's export target of $120-billion as contained in the Philippine Export Development Plan (PEDP).

The PEDP seeks to double the value of exports from $51.5 billion in 2010 to $120 billion by 2016 through various programs aimed at increasing exports by 10 percent beginning 2011.

Deputy Presidential Spokesperson Abigail Valte told a press briefing on Wednesday that the government was supportive of these DTI programs that, according to DTI Secretary Gregory Domingo, will help exporters make full use of the opportunities presented by existing free-trade agreements (FTAs) and new preferential trade deals with the United States and Europe. During his first media briefing for the New Year 2012 in Malacanang, Monday, Presidential Spokesperson Edwin Lacierda reassured the President's commitment to the people as previously stated in his yearend message issued last week.

"The President is continuously focusing on improving the economy as he has stated in his yearend message, we will improve the economy, we will continue to provide service to the poor, our advocacy against graft and corruption will still continue," Lacierda said.

On concerns that the impeachment proceedings against Supreme Court Chief Justice Renato Corona will affect the Chief Executive's focus in the performance of his job, Lacierda assured that such Constitutional procedure will not, in any way, impinge on President Aquino's efforts to serve the country and the people.

"Primarily the impeachment has now been diverted to the Senate… and the Senate will be the main focus of the impeachment trial," Lacierda said.

On December 12, 2011, a total of 188 members of the House of Representatives signed the impeachment complaint against Chief Justice Corona, which was later transmitted to the Philippine Senate. (PCOO)

Coloma explained that the text alert system, which was set to caution communities during bad weather conditions, wasn't used in Cagayan de Oro and Iligan cities because the typhoon signal during the time of flashfloods was not at the required threshold alert level for issuing such warning. The threshold alert level is storm signal number three.

Coloma issued the statement in view of a report published in a major broadsheet that the text alert system has not been used.

He said in the cabinet meeting held last December 19, the President and members of the cabinet agreed to set up a dual-alert system that will include both a typhoon signal and a rainfall-flood alert.

The Department of Science and Technology- Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) has been authorized to procure monitoring equipment to track water levels in the country's 18 river basins all throughout the year.

Coloma said that as agreed upon with the telecommunications companies last June, the National Disaster Risk Reduction and Management Council (NDRRMC) will send the text alert message to the National Telecommunications Commission (NTC) that will in turn pass on the directive to the telcos.

Flash floods triggered by Sendong killed more than 1,200 people, mostly in the cities of Cagayan de Oro and Iligan in Northern Mindanao. Authorities said hundreds are still missing.

Coloma defends emergency text alert system from criticisms

Coloma issued the statement in view of a report published in a major broadsheet that the text alert system has not been used.

He said in the cabinet meeting held last December 19, the President and members of the cabinet agreed to set up a dual-alert system that will include both a typhoon signal and a rainfall-flood alert.

Flash floods triggered by Sendong killed more than 1,200 people, mostly in the cities of Cagayan de Oro and Iligan in Northern Mindanao. Authorities said hundreds are still missing.

Gov't allocates funds for livelihood assistance to displaced workers in N. Mindanao

PRESIDENTIAL Communications Operations Office (PCOO) Secretary Herminio "Sonny" B. Coloma Jr. said that the government has allocated necessary funds to help the affected workers here to recover from the ill-effects of the devastation wrought by tropical storm "Sendong" that hit the Northern Mindanao region over the past weeks.

In an interview with local media at the City Central School Cagayan de Oro City on Tuesday, Coloma said that the Department of Labor and Employment (DOLE) led by Secretary Rosalinda Baldoz will be releasing at least three million pesos for livelihood assistance to the displaced workers in the area.

"Within this week, for some 327 affected workers dito sa area na ito ay magre-release ang DOLE ng three million pesos na livelihood starter kit para matulungan sila na magbagong tatag ng kani-kanilang mga buhay," Coloma said.

Apart from the starter kit, the locals will also be given food and salaries as they rebuild their houses in authorized, strategic areas under the "Food-for-Work" program.

Also with Coloma who flew in to the typhoon-affected areas were Social Welfare and Development Secretary Corazon "Dinky" Soliman, Health Secretary Enrique Ona and Secretary Baldoz.

We will do better next year – Malacanang

THE alleviation of poverty and the complete eradication of graft and corruption in government will still remain the top priorities of the Aquino Administration in 2012, a Malacañang official said on Tuesday.

Presidential Spokesperson Edwin Lacierda said in a press briefing in Malacañang that President Benigno S. Aquino III's advocacy to provide a just and fruitful life for every Filipino remains the main thrust of his government next year.

"We will march on and continue with our reforms on poverty reduction and the eradication of graft and corruption," Lacierda said.

He added that despite the strides taken to improve the country's ability to provide for its citizens through reforms in government, Lacierda said, the President expects more to be done.

FDA issues advisory on use of torotot

THE Food and Drug Administration (FDA) issued an advisory warning the public against the possible choking hazard associated with the use of torotot or horn this New Year.

FDA director Dr. Suzette Lazo said that last year, the FDA received a confirmed report that two children, aged three and eight, were brought to hospital because a part of torotot, a noisemaker, detached during use and was aspirated.

The children were treated to remove the foreign objects in their airways and because of this the agency does not want this incident to be repeated.

Lazo noted that certain types of torotot are made of plastic, foil and paper attached together using adhesives. The plastic object inside a device may be detached and may be swallowed by children.

She advised the parents to always check the quality of the torotot before purchase and make sure that the parts are not easily removed so as not to cause hazard to users, particularly children.

The FDA warned that torotots do not usually have warning labels and their manufacturers or distributors are not licensed by the agency.

It has been part of Filipino tradition to make noise to welcome the New Year by using firecrackers, playing loud music or blowing the torotot. (FDA)

Aquino pardons foreign prisoner, grants commutation of sentence to four Filipino inmates

PRESIDENT Benigno S. Aquino III has pardoned a foreign prisoner and commuted the sentence of four Filipino inmates, a Palace official said on Monday.

The Chief Executive granted the conditional pardon with voluntary deportation to prisoner William Robert Burton who was convicted for drug trafficking, according to Deputy Presidential Spokesperson Abigail Valte during the regular press briefing in Malacanang.

Burton was sentenced to suffer the penalty of life imprisonment by the Pasay Regional Trial Court (RTC) Branch 116 for violation of Section 21 of RA 6425 otherwise known as the Dangerous Drugs Act of 1972. The Supreme Court (SC) affirmed the lower court's ruling. He was ordered to pay P20,000 fine.

The President ordered to turn over Burton to the custody of the Bureau of Immigration (BI) for proper disposition upon his release from the National Penitentiary.

President Aquino granted the conditional pardon to Burton with "the condition that he shall voluntarily agree to be deported to Rufforth Yorkshire, England and never return to the Philippines."

During the press briefing, Valte also announced that the President granted the commutation of sentence of Antonio Aure, Aurelio Nartatez, Edy Paneza and Alvani Salasa upon the recommendation of the Board of Pardons and Parole.

Aure was convicted by the Surigao del Norte RTC for violation of Illegal Fishing with the Use of Explosives (PD 1058) to suffer the sentence of 20 years to reclusion perpetua. His sentence is hereby commuted to a definite prison term of 25 years.

Nartatez was found guilty by the RTC of Candon City, Ilocos Sur for violation of Section 11 of RA 9165 otherwise known as Comprehensive Dangerous Drugs Act of 2002. He was sentenced to suffer indeterminate prison term of 12 years and 1 day to 20 years and to pay a fine of 300,000. His sentence is hereby commuted to an indeterminate prison term of 7 years to 12 years and to pay P300,000 fine.

Paneza was convicted of violating PD 532 (Highway Robbery) by the Iloilo City RTC and the SC subsequently upheld the lower court's ruling. The President commuted his sentence to a definite prison term of 25 years from the penalty of reclusion perpetua. He was ordered to pay civil indemnity of P50,000.

Salasa, was sentenced to suffer reclusion perpetua by Tagum, Davao RTC for violation of robbery with homicide. His sentence is hereby commuted to a definite prison term of 27 years. (PCOO)

Gov't to declare typhoon hit areas in Visayas, Mindanao as state of nat'l calamity

The government will declare a state of national calamity areas in the Visayas and Mindanao affected by typhoon Sendong, President Benigno S. Aquino III said on Tuesday.

The President visited Cagayan de Oro City to oversee the conditions of the residents there and direct government response to the disaster following the devastation of typhoon Sendong on Saturday.

The disaster left hundreds of people dead while scores remain missing.

Thousands have been living in temporary shelters. Local Cagayan de Oro City officials raised their concerns with the President during a briefing held at the Philippine Air Force base in Lumbia airport. The chief executive assured them that there is enough government funds for relief assistance and rehabilitation to help ease the flight of the victims.

Aside from the fund that will come from the national government, the President said there are supports coming from foreign donors, some in the form of loans and other providing equipment and expertise.

After meeting officials in Cagayan de Oro, the President flew to Iligan City, to also assess the situation there. He is also scheduled to lead the distribution of relief goods in Iligan City which is also hardly hit by typhoon Sendong.

Ceasefire declaration shows government's sincerity

in attaining peace, Palace says

MALACANANG expects the communist New People's Army (NPA) to respond to the government's declaration of an 18-day holiday ceasefire in the spirit of the Yuletide season.

In a press briefing at Malacanang on Friday, Presidential Spokesman Edwin Lacierda said Thursday's declaration of the ceasefire with the communists shows the Aquino administration's sincerity in pursuing peace in the country.

"It shows our sincerity for the pursuit of peace that however doesn't stop us from defending ourselves," Lacierda told reporters. "If the soldiers are attacked they will defend themselves. This is a declaration of ceasefire and we would expect in the spirit of the season for the other side to also declare a ceasefire to allow the rebels to be with their families at this time," he said.

President Benigno S. Aquino III declared the ceasefire that will take effect Friday, December 16 and ends on January 2 next year. The Chief Executive made the announcement during an interview after the ceremonial signing of the 2012 Budget at the Aguinaldo State Dining Room in Malacanang on Thursday.

"There will be suspension of military operations starting Friday until January 2, on the advice of both the Presidential Adviser on the Peace Process and the Department of National Defense," the President said.

The President directed the military to suspend their offensive operations for the period covered by the ceasefire and be on the defensive mode and just respond if provoked.

Aquino signs General Appropriations Act for 2012 into law

PRESIDENT Benigno S. Aquino III signed into law the P1.8-trillion General Appropriations Act for 2012 in ceremonies held on Thursday in Malacañang.

In the presence of legislators from both Houses led by Senate President Juan Ponce Enrile and House Speaker Feliciano Belmonte by his side and government officials, employees and media, the President signed what he calls the "Results-Focused Budget of 2012" that aims to allow his administration to fulfill its Social Contract with the Filipino people.

To achieve this, the President said that the Social Services sector will receive 31.3 percent or P568.6-billion of the total budget.

The President also said that the Education sector would receive the largest appropriation of P238.8-billion to allow the agency to hire 13,000 teachers and build some 43,000 more classrooms; while the Health sector would receive P44.4-billion to fund the Health Insurance Subsidy for 5.2 million beneficiaries and hire 13,000 more medical personnel.

The Infrastructure and Agricultural sector, the President said, would each be allocated P255.2-billion and P53.3-billion, respectively, for the construction of roads, bridges, airports, ports and irrigation systems; and to ensure the country's goal to be rice-sufficient by 2013.

The President assured the Filipino people that every peso of the National Budget spent would be used wisely. (PCOO)

K + 12 to start next school year

The Department of Education (DepEd) will implement the K+12 basic education program in academic year 2012-2013, starting with the conversion of first year high school to Grade 7.

Education Secretary Armin Luistro said a curriculum had been created for Grade 7.

The K+12 basic education plan consists of kindergarten, six years of elementary education, four years of junior high school (Grade 7 to 10), and two years of senior high school.

According to Luistro, the K + 12 program seeks to enhance the quality of basic education in the country as it aims to produce holistically developed learners who have 21^st century skills and are prepared for higher education, middle level skills development, employment and entrepreneurship.

Luistro assured that alongside with the implementation of the K + 12, they also aim to address the other perennial problems that hound the country's education including concerns on classrooms, teachers, textbooks, chairs and toilets within the next two years starting 2012.

The K+12 program is a revision of the 10-year basic education system implemented in the country that consists of six years of elementary education and four years of high school. The new program was designed to meet the fast-changing demands of society by providing students with adequate skill needed for college education and employment.

Aquino appoints Lt. Gen. Dellosa as new AFP Chief of Staff

PRESIDENT Benigno S. Aquino III appointed Lieutenant General Jessie D. Dellosa as the 43rd Chief of Staff of the Armed Forces of the Philippines in ceremonies held at the AFP General Headquarters in Camp Aguinaldo, Quezon City on Monday.

Dellosa replaces retiring Chief of Staff General Eduardo Oban, Jr. who will reach the retirement age of 56 on Tuesday, December 13, 2011.

In his speech, the President expressed confidence that under the leadership of Dellosa, the AFP will be able to fully and professionally achieve its mandate of protecting the people.

The President said the principled and straight-forward leader that Dellosa is, will serve as the AFP's anchor on which its advocacy and aspirations will be built on.

He told Dellosa to take to heart the concepts of bravery, integrity and honesty in order to achieve his sworn duty to the country and to the flag.

The President assured Dellosa that he had his, the government's and the people's full support as he assumes the post of AFP Chief of Staff.

Dellosa, a former aide-de-camp to the late former President Corazon Aquino, is a member of Philippine Military Academy "Matapat" Class of 1979.

Prior to his appointment, he was the commander of the Northern Luzon Command.

Malacañang announced that concerned government agencies and local government units (LGUs) are ready to implement contingency measures in the wake of the La Niña phenomenon, a Palace official said on Friday.

The national and local officials are all ready to carry out disaster preparedness plans to reduce the impact of natural disasters on people's lives and properties, according to Deputy Presidential Spokesperson Abigail Valte during the regular press briefing in Malacanang on Friday.

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) officer-in-charge and Science and Technology (DOST) Undersecretary Graciano Yumul said that Metro Manila and some areas in the Bicol and Visayas regions will continue to experience heavy rains in the coming days.

Reports showed that local officials are ready to evacuate people living in areas declared as "highly susceptible" to flooding and landslides by the Mines and Geosciences Bureau of the Department of Environment and Natural Resources (DENR) to protect people's lives.

He cited the President's accountability to the people, which is founded on the mandate that he received from them in May, 2010 to lead the nation towards reforms and change and to achieve a shared and inclusive economic growth.

Coloma noted that these targets will be achieved through the Aquino administration's Philippine Development Plan 2011-2016.

Coloma says Aquino gov't has sufficient funds for Christmas bonus of state workers

PRESIDENTIAL Communications Operations Office (PCOO) Secretary Herminio "Sonny" B. Coloma Jr. assured that the Aquino government has allotted sufficient funds for the Christmas bonus of all government employees especially now that the yuletide season has started.

In an ambush interview during his attendance to the "Pilipinas Natin" launching last Saturday, Coloma said that the much anticipated extra income by the civil servants will surely be released at a most proper time to provide additional support to their needs this Christmas season.

When asked when the bonus will be released, Coloma said the probability is within the second week of December.

The Department of Health (DOH) officially launched yesterday its firework-injury reduction campaign dubbed as "Aksyon: Paputok Injury Reduction"or APIR (Give me five).

"Our strategy is to be positive. The image we will focus on is the complete set of fingers and this represents our five reminders to prevent injury and five suggestions to keep safe while celebrating the holidays," Health Secretary Enrique T. Ona explained.

Complete set of fingers represents DOH's five reminders to prevent injury and these are: 1) mapanganib ang paggamit ng paputok (fireworks cause injuries and endanger health); 2) lahat ng paputok ay bawal sa bata (children should not use any fireworks); 3) umiwas sa mga taong nagpapaputok(keep safe and away from exploding fireworks); 4)Huwag mamulot ng mga di sumabog na paputok (never pick used fireworks); and, 5) Magpagamot kaagad kapag naputukan(seek immediate medical treatment for all firework injuries).

Ona added that the Filipino holiday celebration can always be complete and stress-free by following five simple tips. Presidential Spokesman Edwin Lacierda issued this statement during a press briefing on Wednesday as he informed the public that President Benigno S. Aquino III remains committed on his promise to provide protection for the witnesses and the victims' relatives.

Lacierda said the Aquino administration is doing everything in its power to serve justice for the slain victims of the massacre but recognized at the same time that the fulfillment of this particular objective does not lie entirely in the hands of Malacañang.

He said the prosecution which is under the executive branch through the Department of Justice "share the public's concern" that the hearing of the Maguindanao massacre has been dragging for quite a while now and they would "hope that the judiciary would take a second look at the pace" of the trial.

"It is within the discretion of the trial judge. It is within the discretion of the judiciary. We, ourselves in the Executive branch, share the public's concern that this case is taking so long and we would hope that the judiciary would take a second look at the pace of the Maguindanao trial so that justice may be obtained within this term, within the administration of President Aquino," Lacierda stressed.

Lacierda added that Interior and Local Government Secretary Jesse Robredo is currently in Maguindanao to oversee the efforts being undertaken by the forces of the Philippine National Police (PNP) that are still going after suspects who remain at large.

President Aquino once mentioned during a forum with members of the foreign media organizations last month that the members of the prosecution panel under the DOJ "have been exercising all the necessary steps within their purview to be able to expedite the whole process."

The Maguindanao massacre took place in November 23, 2009 when a private armed group attacked the convoy of then gubernatorial candidate Esmael Mangudadatu, leaving 58 civilians—among them 34 journalists—killed and buried in a makeshift mass grave.

Maguindanao has since been placed under State of Emergency by virtue of Proclamation No. 1946 issued by the previous president which President Aquino maintained in order to keep the entire province in tight security. (PCOO)

Philippines adopts National Climate Change Action Plan

PRESIDENT Benigno S. Aquino III convened the Climate Change Commission to adopt the National Climate Action Plan in compliance with the country's international commitments especially to the United Nations Framework for Climate Change Convention.

President Aquino chairs the Climate Change Commission, an independent and autonomous body that has the similar status of a national government agency.

Albay Gov. Joey Salceda, who met President Aquino at the Palace Tuesday, said the plan is about adaptation to climate change and mitigating its impact particularly on the economy.

The action plan will also become the basis of any assistance that will come from industrialized countries in Europe and the US, which are being blamed for global warming because of massive use of fossil fuels in their industries.

The national action plan will be presented to the climate change conference to be held in Durban, South Africa, and it will be the basis of compensatory measures that rich countries have committed to pay.

Included in the national plan are the guidelines and framework on how the country can use the assistance once it is approved in Durban.

The Philippines will join other countries in pushing for financial assistance to fight climate change as the country's negotiators leave late this month for Durban.

Last December, negotiators agreed to create a green climate fund that could be accessed by vulnerable countries like the Philippines. They are expected to tackle in the Durban meeting the way to get the money once the fund is approved. (PCOO)

THE Philippines remains committed to advance its relationship with South Korea, President Benigno S. Aquino III said on Monday.

"The government and people of the Philippines are committed to the advancement of relations between our two nations," the Chief Executive said as he proposed a toast during a State Dinner in honor of visiting South Korean President Lee Myung-Bak at Malacanang's Rizal Hall.

"We will build on six decades of shared sacrifice and idealism by working with you whether in bilateral meetings or multilateral fora to ensure peace, development and cooperation in our region and throughout the world," the President said.

The President also expressed admiration to the people of South Korea for their fast-recovery despite the challenges that they had to go through during the previous several years.

"I remember during our own Martial Law years, when I was but a mere child, my father (the late Senator Benigno "Ninoy" Aquino Jr.), who also first introduced us to Korean cuisine, would relate to the family his stories about the deprivations that your country had to go through," he stressed.

"He was very impressed with your people's strength of character, your perseverance, your drive to strengthen your institutions in a single-minded focus to achieve the vision that your leaders have laid out," he added.

"His Excellency, your people have done so much with so little to begin with, and it is my fervent hope that increased people-to-people engagements can bring about a cross pollination of mindsets so that my people can also recover from the traumas we have experienced, and with strength and pride join the community of nations in building a better world for humanity," he said. PHL, Korea sign five agreements for development assistance

The Philippines and Korea further solidified its relations spanning 60 years by signing five agreements on furthering agriculture, electricity, and development assistance between the two countries.

The signing ceremony was held at Malacañang's Reception Hall on the occasion of the three-day State Visit of Republic of Korea President Lee Myung-Bak to the Philippines on Monday.

The first two agreements, signed by Foreign Affairs Secretary Albert del Rosario and Minister for Foreign Affairs and Trade Kim Sung-hwan, center on simplifying the processing and obtaining of loans and grants.

The Framework Agreement for Grant Aid between the Government of the Republic of the Philippines and the Government of the Republic of Korea will facilitate the processing of grant projects while the Framework Agreement between the Government of the Republic of the Philippines and the Government of the Republic of Korea Concerning Loans from the Economic Development Cooperation Fund for the Years 2011 through 2013 enables the Philippine government to obtain soft loans of up to $500-million from the Republic of Korea.

The third agreement, a Memorandum of Understanding between the Department of Energy and the Ministry of Knowledge Economy involves the setting up of a power plant in the Subic Bay Economic Zone using environment friendly technology to address the medium-term and long-term projected electricity needs of the Luzon grid.

This agreement was signed between DoE Secretary Jose Almendras and Knowledge Economy Minister Hong Suk Woo.

The fourth and fifth agreements are between the Department of Agriculture of the Philippines, Agriculture Minister Suh Kyu-yong and the Korea Export Import Bank President Kim Yong-hwan.

The MoU between the Department of Agriculture and the Ministry of Food, Agriculture, Forestry and Fisheries on the Multi-Industry Cluster Project in the Philippines is a type of public-private partnership business where the efficient use of agricultural resources of both counties is promoted while the MoU between the DA and Korea EXIM Bank on the Jalaur River Multi-Purpose Project Stage II is an irrigation project intended to significantly contribute to sustaining rice self-sufficiency levels by 2013.

In his speech, President Aquino cited the strengthening relations between the two countries and vowed to "steadily advance our bilateral relationship to reach even greater heights."

For his part, President Lee cited the "limitless potential" the Philippines has due to its highly skilled labor force and abundance of natural resources.

The Republic of Korea is the fifth largest trade partner of the Philippines with bilateral trade reaching $6.08-million in 2010. It is also the third top investor in the Philippines with investments reaching $691.3-million. (PCOO)

Aquino, Obama hold bilateral talk in Bali

PRESIDENT Benigno S. Aquino III was commended by United States President Barack Obama for his leadership and "reforms" in government at the start of their bilateral meeting on the sidelines of the 19th Association of Southeast Asian Nations (ASEAN) Summit and Related Summits, here.

In his opening statement that took place at the grand ballroom of the Grand Hyatt Bali hotel, Friday morning, Obama cited the long-standing relationship between the two countries and the alliance showing that "their looking out for each other".

"I just want to commend President Aquino for his leadership and his reform efforts. I think our relationship that is already very strong can only become stronger," Obama said.

"More importantly, we have incredible person-to-person relationship between our two counties," he added.

The US President said that, apart from further deepening the relationship between the two countries, the meeting also serves as an opportunity to discuss matters in the summits' agenda that include maritime security and non-proliferation, among others.

President Aquino, for his part, thanked President Obama for the opportunity to tackle and share their thoughts on a wide range of topics as he expressed hopes of strengthening relations amid serious global concerns.

Aquino creates steering committee on National Observances

PRESIDENT Benigno S. Aquino III has created a steering committee on National Observances to plan, organize, and undertake the commemoration of selected historical events.

The Chief Executive issued Administrative Order (AO) No. 23 on November 10, 2011, directing the committee to take charge the national celebrations of Araw ng Kagitingan, Independence Day, National Heroes Day, Bonifacio Day, Rizal Day and other historical events.

Republic Act (R.A.) No. 10086 mandates the National Historical Commission of the Philippines (NHCP) to determine all factual matters relating to official Philippine history as well as develop and implement educational materials in various media for the popularization of Philippine history.

"Every year the NHCP initiates, through separate presidential issuances, the organization and implementation by different inter-agency committees of national observances to celebrate important events and honor key historic figures," President Aquino said in the AO.

With the issuance of the AO No. 23, the government will now have a permanent committee that will facilitate the necessary preparation and implementation of the programs for the celebrations of the historical events.

President Aquino designated the chairperson of the NHCP to head the committee. The committee shall be composed of officers, with a rank not lower than Assistant Secretary, from the Department of the Interior and Local Government (DILG), Department of Education (DepEd) and Department of Tourism (DOT) .

The committee shall formulate, organize and prescribe the manner of yearly celebrations of historical events. It shall draw up a mechanism among various national departments, local government units, and the private sector for effective mobilization and coordination of commemorative programs.

It shall monitor, evaluate and submit quarterly reports to the President on all programs of the committee and perform such other powers and functions as may be necessary to carry out the provisions of this Administrative Order.

The President directed all other government agencies to cooperate with and fully support the activities of the committee. The AO shall take effect immediately. (PCOO)

South Korea Pres. Lee Myung-Bak to visit PH on Nov.20-22

REPUBLIC of Korea (ROK) President Lee Myung-bak will be coming for a state visit to the Philippines from November 20 to 22 in a bid to strengthen friendly relations and establish greater cooperation between the Philippines and South Korea, a Palace official said.

The three-day state visit to the Philippines of President Lee is upon the invitation of President Benigno S. Aquino III, according to Deputy Presidential Spokesperson Abigail Valte during the regular press briefing in Malacanang on Monday.

The Department of Foreign Affairs (DFA) earlier said that there will be a Korea-Philippines Business Forum organized by the Philippine and Korean Chambers of Commerce and Industry. President Lee will also participate in a town hall meeting at the Ateneo de Manila University.

With the increasing number of South Korean tourists coming to the Philippines, Valte said both countries will continue to support each other in enhancing public information and tourism promotion activities.

The DFA announced that President Lee is scheduled to meet with President Aquino to discuss ways to further enhance the rapidly growing relations between the two countries.

Recent developments and the future direction of the Association of Southeast Asian Nations (ASEAN)-ROK relations will also be discussed, according to the DFA.

The DFA issued a statement on Monday that in the past several years, the Republic of Korea has consistently been the top source of foreign tourists to the Philippines. Last year, the figure reached 740,000, accounting for 21 percent of all foreign tourists that visited the Philippines in 2010.

The Republic of Korea also counts among the leading trade, investment, and development partners of the Philippines, particularly in the fields of agriculture and infrastructure.

President Lee's visit comes at an important point in the 62-year long history of Philippine-Republic of Korea bilateral relations, which was formally established in 1949. The Philippine-ROK friendship was reinforced by the deployment of the Philippine Expeditionary Forces to Korea (PEFTOK) in September 1950 to join the United States-led 16-nation coalition in defending the ROK against the communist Democratic People's Republic of Korea. Aquino asks government of Australia to consider PHL a strategic partner

IN an effort to further cement the relationship between the two countries, President Benigno S. Aquino has asked the government of Australia to be a "strategic partner" of the Philippines.

The Chief Executive said he echoed the invitation for the two countries to be strategic partners to Australian Prime Minister Julia Eileen Gillard during their bilateral meeting at the Hilton Hawaiian Village Hotel at the sidelines of the 19th Asia Pacific Economic Cooperation (APEC) Leaders' Meeting here.

President Aquino noted that the invitation is a major step in deepening and strengthening the relationship between the Philippines and Australia adding that the Philippines only considers two countries, Japan and the United States as it's strategic partners at present.

During a Coffee with the Philippine Media delegation at the Hilton Hawaiian Village Hotel, the President said that the elevation of the status of Australia as strategic partner of the Philippines "is in recognition of Australia's invaluable assistance to the country in numerous areas."

"It's the next logical step in our relationship," he stressed.

In this connection, the President cited the huge grants that the Philippines received from Australia, which, he said, are second only to the millennium challenge account granted by the United States.

According to the President, he thanked Prime Minister Gillard for Australia's support in funding the government's Coast Watch project including various projects of the Department of Education and the elevation mapping study for Metro Manila as part the administration's disaster risk reduction program.

Malacañang moves against group misrepresenting themselves as gov't officials

IN a move to address the rising incidents of unscrupulous individuals misrepresenting themselves as government officials to victimize government employees, Malacañang appealed to all government officials and employees to confirm first the identity of the person contacting them.

Presidential Spokesperson Edwin Lacierda issued this appeal in a press briefing in Malacañang Thursday afternoon.

He asked that all officials and employees to be wary about these individuals who may prey on them by "dropping names" to instill fear or ask for a favor.

"I would like to ask the government employees to verify first the identity of the person calling because ang government employees kasi, pag binitawan ng pangalan naniniwala kaagad so I ask the government employees to verify first the identity of the person and to ask for further proof that that person they are speaking to is really that person whom he or she claims to be," he added.

Lacierda said any person who may be contacted by these spurious individuals may report the incident to his office number 0917-8085329.

Lacierda also said that a text message currently circulating saying that his office, the Office of the Presidential Spokesperson is giving out raffle prizes, is not true.

Aquino leaves for Indonesia to attend 19th ASEAN Summit

PRESIDENT Benigno S. Aquino III will embark on a three-day trip to Bali, Indonesia to attend the 19th Association of Southeast Asian Nations (ASEAN) Summit and Related Summits from November 17 to 19, a senior official of the Department of Foreign Affairs (DFA) said.

In a pre-departure briefing at Malacanang on Tuesday, Foreign Affairs Undersecretary for Policy Erlinda Basilio said that apart from his ASEAN counterparts, President Aquino will also be meeting with the leaders of Asutralia, China, India, Japan, New Zealand, Republic of Korea (ROK), Russia and the United States (US), and United Nations (UN) Secretary-General Ban Ki Moon.

"President Aquino will be attending the 19th Asean Summit, the Asean-China Commemorative Summit, the 14th Asean-Japan Summit, the 14th Asean-ROK Summit, the 14th Asean Plus Three Summit, the 3rd Asean-US Leaders' Meeting, the 4th Asean-U.N. Summit, the Asean Leaders' Meeting with the Asean Business Advisory Council, the 9th Asean-India Summit and the 6th East Asia Summit," Usec. Basilio said.

The Philippines also welcomes the finalization of the Guidelines on the implementation of the DOC of Parties in the West Philippine Sea.

During the said events, the President will focus on Philippine advocacies for Asean, which are aligned with the three pillars of Philippine foreign policy, namely political-security, economic diplomacy and assistance to nationals. These advocacies include Maritime Security and the transformation of the West Philippine Sea to a Zone of Peace, Freedom, Friendship, and Cooperation (ZoPFF/C) with respect to international law and the United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration of Conduct (DOC). It will be recalled that during the 18th ASEAN Summit last May in Jakarta, Indonesia, President Aquino offered a framework for pursuing the ZoPFF/C.

In his speech at the 18th Asean Summit last May in Jakarta, President Aquino underscored the main purpose for the creation of Asean in 1967 which aims for the "creation of a cohesive, peaceful, stable and resilient region".

Aquino to leave on Friday for APEC Summit in Honolulu, Hawaii

PRESIDENT Benigno S. Aquino III will leave on Friday to attend the 19th Asia-Pacific Economic Cooperation (APEC) Leaders' Week in Honolulu, Hawaii to be held from November 8 to 13.

President Aquino will be joined by a lean delegation led by Foreign Affairs Secretary Albert del Rosario, Trade and Industry Secretary Gregory Domingo and Finance Secretary Cesar Purisima.

During the APEC Leaders meeting, the President together with 20 other APEC leaders will discuss relevant issues, including growth and jobs, regulatory reform and competitiveness, and energy efficiency and security.

APEC 2011 which is hosted by the United States, is working towards the achievement of a "seamless regional economy."

Prior to the APEC Leader's Meeting, the President will be attending the APEC CEO Summit, which is scheduled on November 11 to 12.

The President will also participate in the APEC Business Advisory Council (ABAC) Dialogue with Leaders.

The dialogue gives ABAC members the opportunity to meet with APEC leaders to discuss the entire year's ABAC work program and to raise issues of pressing concern to the business community.

Aquino govt committed to complete peace deal with breakaway communist group

Malacanang said it is committed to complete peace agreement with the Rebolusyonaryong Partido ng Manggagawa Pilipinas-Revolutionary Proletarian Army-Alex Boncayao Brigade (RPMP-RPA-ABB ) and will release the money intended for the rebel group.

"The Aquino administration is committed to the five negotiating tables that are pursuing a just and lasting peace," Deputy Presidential Spokesperson Abigail Valte said in a statement on Wednesday.

Valte said the government will release the funds to the local government units (LGUs) in areas that will be identified for community development and livelihood assistance.

Under the agreement, which was signed in December 2000 during the Estrada administration, the government made a commitment to fund the reintegration and development projects for the rebel organization.

This includes livelihood projects, housing assistance, education and training, primary health care, agriculture and irrigation facilities, farm-to-market roads, microfinance, among others.

Valte also said the military expressed its support for the peace process with the RPMP-RPA-ABB, acknowledging its impact on security concerns on the ground.

The Aquino administration plans to give P31 million to RPMP-RPA-ABB that will come from the Payapa at Masaganang Pamayanan or Pamana, a P329-million fund administered by the Office of the Presidential Adviser on the Peace Process (OPPAP).

PHL, Vietnam governments to address unregulated fishing

THE governments of Vietnam and the Philippines have expressed willingness to address the recurring problem of unregulated fishing by Vietnamese fishermen in Philippine waters based on existing Fisheries Law in the country, Foreign Affairs Secretary Albert del Rosario said on Wednesday.

Del Rosario made the statement as he confirmed the release of 120 Vietnamese fishermen who were caught poaching by Philippine authorities.

He also said that the release by the government of seven fishing vessels that were engaged in the same unregulated activity were in accordance with the willingness of President Benigno S. Aquino III to resolve the issue, "as a manifestation of goodwill" with the government of Vietnam.

"We did say that we need to address the fact that we do have a fisheries law and that…there's a legal process that we must observe if similar incidents are experienced by us in the future," Del Rosario told reporters in a chance interview at Malacañang's Reception Hall.

Responding to the Philippines government's stand on the issue, Del Rosario said Vietnam was "acquiesced to the fact that…we are governed by laws and maybe in the future this unregulated fishing will have to be reviewed…by both countries".

Del Rosario cited President Aquino's position that despite the generosity extended by the Philippine government to the fishermen of Vietnam, their poaching activities on Philippine waters cannot go on.

"I think that was implied when he said that we need to take a good look at this because this unregulated fishing is really subjected to a legal process that we need to inject in future incidents," Del Rosario said. (pcoo)

Offensive against lawless elements to continue, Palace says

MALACANANG vowed that military operations against the killers of the 19 soldiers in Basilan will continue stressing, clarifying however that the Moro Islamic Liberation Front (MILF) is not being targeted as an entity and the offensive will only target lawless elements.

"The pursuit of the lawless elements will continue. The President is very categorical, 'you cooperate or you stand aside.' Dahil we are trying to make the distinction kung sino talaga ang gusto talaga ay kapayapaan at kung sino po yung nakikihalubilo lang at nagkukubli," Deputy Presidential Spokesperson Abigail Valte said in a press briefing in Malacanang on Tuesday.

Going after the bandit groups is a different thing from the peace talks with the MILF, Valte said, adding that security forces know how to handle the offensive.

With regards to the population being displaced by the military operations, Valte said the Department of Social Welfare and Development (DSWD) is on the ground and Social Welfare Secretary Dinky Soliman was given instructions to help civilians affected by the military operations.

Reacting to reports that the MILF is providing sanctuary to criminal groups, Valte said it is prohibited in the ceasefire agreement with the government for the MILF to provide safe haven to lawless elements in its jurisdiction.

President Benigno S. Aquino III assured the nation on Monday that the government was exerting all necessary efforts to arrest the killers of the 19 soldiers in Basilan last week calling the offensive "all-out justice."

In his message during a press briefing in Malacanang, President Aquino vowed to put the killers to justice and continuously attend to the needs of those people that may be affected by the operations.

He likewise noted that while there will be some who will use the incident to gain political leverage and further agitate the public, rash decisions fuelled by a thirst for vengeance can only serve to dishonor the memory of the 19 soldiers who died in the Basilan clash. (pcoo)

"We will not pursue all-out war…we will instead pursue all-out justice," he stressed, pointing out the ill-effects of an all-out war on the people and the benefits of pushing for steps towards winning lasting peace.

Aquino orders release of P10- billion for AFP modernization program

PRESIDENT Benigno S. Aquino III has ordered the release of P10-billion to fund the Armed Forces of the Philippines modernization program, a Malacañang official said Sunday.

Deputy Presidential Spokesperson Abigail Valte said that the allotment would be sourced from the 2010 and 2011 appropriations of the National Government.

"The President has instructed the Department of Budget and Management to release 10 billion pesos for the AFP modernization program," Valte said over government-run radio station dzRB. "It will be charged against 2010 and 2011 appropriations at five billion (pesos) each," she added.

She said the DBM has begun preparing the necessary papers, such as the Special Allotment Release Order (SARO), to facilitate the immediate release of the fund.

She added that the fund would be used to purchase the equipment requirements of the three major service commands of the AFP to include armored personnel carriers, communication equipment, sealift vessels, aircrafts and weapons. (PCOO)

PNoy orders environmental group to work on mining policy

PRESIDENT Benigno S. Aquino III has directed his environmental group of advisers to come up with a policy that will regulate the conduct of mining without risking the natural resources of the country.

In an ambush interview following the commemoration of the 67th Leyte Gulf Landing Anniversary in Palo, Leyte on Thursday, President Aquino said that he has tasked several members of his cabinet to work on a policy concerning the mining industry.

The environmental group includes Environment and Natural Resources Secretary Ramon Paje, Climate Change Commissioner Mary Ann Lucille Sering, Laguna Lake Development Authority (LLDA) Administrator Nereus Acosta and Presidential Assistant for Climate Change Elisea Gozun.

Apart from the policy to be crafted, the President said that stakeholders in the mining industry will also be consulted to arrive at a consensus for its proper conduct in the country.

The Chief Executive stressed the ill effects of small scale mining and its consequent effects on the environment and the people living in its area of operation.

Gov't maintains its position on 20 percent withholding tax for peace bonds says Aquino

THE government is maintaining its position in subjecting the Poverty Eradication and Alleviation Certificates (PEACe) bonds to 20-percent withholding tax, President Benigno S. Aquino III said on Wednesday.

President Aquino made the statement in a chance interview with reporters on Thursday who inquired about the details of his meeting with Finance Secretary Cesar Purisima and Bureau of Internal Revenue (BIR) Commissioner Kim Jacinto-Henares regarding the matter on Wednesday.

"I think it is safer for us to implement the law the way we understand it rather than to ignore implementing the law and be guilty of not fulfilling our obligations and duties," he said.

The President reminded media and the general public that the 20-percent withholding tax should have been collected 10 years ago as determined by a 2004 BIR ruling and they, at the Executive branch, have no right to waive that which was imposed by Congress.

The President, nevertheless, clarified that the implementation of which will be up to the Supreme Court that has recently issued a temporary restraining order (TRO) to the BIR from executing its latest ruling to start collecting taxes from the PEACe bonds.

"It's in the court right now and the courts will decide whose interpretation is correct," said the President.

The controversial bonds started when Caucus of Development NGO Networks (CODE-NGO) bought the bonds on Oct. 16, 2001 through Rizal Commercial Banking Corp. (RCBC) at the discounted rate of P10.17 billion and at 12.75 percent interest, according to reports.

Eight of the country's major banks which filed the petition for TRO in the high court reportedly claimed that imposing a 20-percent final withholding tax on the PEACe bonds' interests would be in violation of the 1997 Tax Code, as well as the "non-impairment of contracts" clause under the Constitution. The awarding ceremonies were held at the close of the two-day Asian Forum on Corporate Social Responsibility (AFCSR) held at the Edsa Shanri-la Hotel in Mandaluyong City Wednesday night.

The AFCSR, Asia's foremost conference and expo on corporate social responsibility, is now on its 10th year of developing and enjoining companies to embrace CSR practices as part of its processes and operations.

This year's Asian CSR awards were given to Asian companies for outstanding, innovative and world class CSR products and programs in five categories namely: Health Enhancement, Environmental Excellence, Education Improvement, Poverty Alleviation, and the Intel-AIM Corporate Responsibility Award (IACRA) that recognizes a company or organization that has made CSR an integral part of the way they do business.

Aquino says synchronized ARMM elections will break cycle of impunity

PRESIDENT Benigno S. Aquino III expressed elation over the decision of the Supreme Court upholding the constitutionality of Republic Act 10153 or the law that synchronizes the Autonomous Region for Muslim Mindanao (ARMM) election to the 2013 polls.

"We thank the Supreme Court for upholding our effort to break the cycle of impunity, corruption and poverty in the ARMM," the President in a statement read by Presidential Spokesman Edwin Lacierda in Malacanang on Tuesday.

"The Supreme Court decision gives us a great opportunity to correct these long-standing problems. It is an opportunity that we will not squander," he added.

The President said his administration supported the bill that synchronizes the ARMM elections with national elections to stop the vicious cycle of abnormal elections being influenced by powerful political families.

If there is synchronized election, political dynasties couldn't utilize command votes to subvert the national will, the President said.

Command voting has contributed to the cycle of impunity in the region, as demonstrated by the Maguindanao massacre, in which 57 people were allegedly killed by a local political family, he said.

The system also leads to massive corruption by public officials disabling the ability of the region to move out of poverty.

The President also promised to release P8.592 billion to ARMM for its transition and investment support plan, the President said adding that the measure is aimed at ensuring the long-term stability and equitable progress of the region.

At the same time, the President said that he will appoint officer in charge (OIC) in consultation with stakeholders putting people of integrity and competence in various positions in the ARMM.

The Palace said the Department of Interior and Local Government (DILG) has already come up with a list of ARMM officials and the President is expected to name them in the coming days.

"As we prepare to synchronize ARMM and national elections in 2013, our nation has taken another significant step into daylight. May all our leaders, at all levels and branches of government, continue to be bound by our common agenda of lasting and equitable progress for the Filipino people," the President said in his statement.

Malacañang vows government's effort to curb human trafficking

MALACANANG assured the government's uncompromising efforts to curb the problem of prostitution and human trafficking through the Department of Justice (DoJ) and the main law enforcement agencies of the country, specifically the Philippine National Police (PNP).

In a press briefing at the Palace on Monday, Presidential Spokesperson Edwin Lacierda said that the Aquino administration has been exerting all-out efforts to address this problem.

"We've always maintained doing our best to curb not only prostitution but also trafficking because its part and parcel… we have never turned a blind eye on that and that is the reason why the Department of Justice has been very determined in its efforts on trafficking," Lacierda said.

He said that, these actions by the government to solve prostitution and human trafficking, has taken out the country from the level 2 watch list.

"For that reason we were taken out from the Tier two watch list," Lacierda said adding that they are constantly making necessary moves to strengthen the prosecution of individuals involved in the illegal trade to ensure that they will be put behind bars.

DILG, Ombudsman sign agreement to intensify fight vs. corruption

THE Department of the Interior and Local Government (DILG) and the Office of the Ombudsman (OMB) have joined forces to combat corruption in local government units (LGUs) – provinces, cities, municipalities and barangays.

The partnership was formed after DILG Secretary Jesse M. Robredo and Ombudsman Conchita C. Moralles signed a Memorandum of Agreement that stipulated for the harmonization of programs and initiatives of the DILG and OMB relative to the prevention of corruption.

The agreement was forged during the DILG's Biyaheng Pinoy culminating activity commemorating the 20^th Anniversary of the Local Government Code held at the Philippine International Convention Center (PICC) in Pasay City.

Robredo said corruption is one of the challenges faced by local governments as it affects the quality of public services, investment climate and economic development.

According to the DILG Secretary, since local governments, by nature, closely deal with people, effects of corruption are quickly felt; hence, there is a need to build a partnership with the Ombudsman and come up with preventive measures against corruption in LGUs. (DILG/PIA)

Energy department keeping close watch over prices of oil and other petroleum products

THE Department of Energy (DOE) continues to keep a close watch on the prices of oil and other petroleum products in the country, Malacañang assured Sunday, amid the reported fresh round of price hikes in gasoline and diesel.

Deputy Presidential Spokesperson Abigail Valte said that the government is continuing its efforts to monitor the prices and are working on the deliverables that were agreed upon during President Benigno Aquino III's last meeting with various transport groups.

Valte was reacting to a statement made by Pinagkaisang Samahan ng Tsuper at Operator Nationwide's (PISTON) secretary general George San Mateo, urging President Aquino to do something about the reported oil price hikes next week that would increase gasoline prices by almost one peso and about 30 cents for diesel per liter.

The Palace official informed transport groups that some of the deliverables which President Aquino discussed with them during their meeting last September "have been farmed out to the different agencies" and that the completion for these is already moving.

Valte also responded to early warnings from the transport sectors, as claimed by San Mateo, that they might be forced to launch another series of protests should the government fail to fulfill its promise to investigate oil price hikes and review the Oil Deregulation Law. (PCOO)

Aquino defends approval of P72-billion stimulus package

PRESIDENT Benigno S. Aquino III defended the P72-billion stimulus package he announced this week saying the plan isn't underspending because it benefits the people in the long term.

"Our critics call this 'underspending' but is it underspending when you save 20 percent of contract cost on infrastructure projects as Public Works and Highways Secretary [Rogelio] Babes Singson has done?" the President said in his speech during the 37th Philippine Chambers of Commerce and Industry (PCCI) 37th Business Conference and Expo on Thursday at The Manila Hotel.

"Is it underspending when you restructure your maturities so that you save P26 billion in interest payments in a year? Is it underspending when you demand a work program from a regional director who asks for a bridge in his district?" the President added.

According to the President, fiscal prudence isn't underspending noting that it's the sensible thing to do when the government wants to be sure that projects have work programs before they are given funds.

The President also noted that it is not underspending when those projects not only fuel growth but will also concretely benefit the Filipino people.

The Chief Executive said that the P72 billion in new programs will aid the economy from the ill effects of a global financial slowdown that is happening overseas.

At least P6.5 billion will go to local government units so they can spend money on vital infrastructure or poverty alleviation projects. At the same time, the government is spending an additional P10 billion to help resettle and relocate informal settlers currently residing in the danger zones.

The President also said that P5.5 billion will also go to infrastructure projects of the Department of Public Works and Highways (DPWH). There will also be additional P4.5 billion and P1.8 billion for the improvement of the Metro Rail Transit (MRT) and Light Trail Transit (LRT) lines, respectively.

He, however, clarified that his administration doesn't want to release the stimulus package merely for growth's sake.

Other countries around the world have been experiencing painful restructuring because they took in too much debt and are now hard pressed to repay, the President stressed.

This is the same problem that the government has been managing to avoid, the President said as he vowed to treat taxpayers' money with prudence and transparency. (PCOO)

Aquino approves P72-B stimulus package for infrastructure and reconstruction plans

PRESIDENT Benigno S. Aquino III has approved the P72-billion stimulus package for various infrastructure and reconstruction plans saying it will produce multiplier effect on the Philippine economy.

"The P72-billion will have its own multiplier effect and this pump primes the economy to that extent," President Aquino said during an open forum with the officers and members of the Foreign Correspondents Association of the Philippines (FOCAP) on Wednesday at the Mandarin Oriental Hotel, Makati City.

In a bid to boost economic growth in the country, Aquino approved the P72-billion stimulus package for various infrastructure and reconstruction plans, including a support fund for local government units (LGUs). The President pointed out that the stimulus package aims to help reach the growth targets for 2011 and 2012.

However, Aquino acknowledged the fact that the country may be affected by the global economic meltdown.

"The global economic situation is changing practically daily. And one is not isolated from the world economy. Therefore, things that we do here domestically would impact on economy positively. But, at the same time, we are not sure exactly what the negative effects of the world's economic turmoil will have on us since it is still a developing story," the President said.

President Aquino said the LGU support fund amounting to P6.5 billion is part of the stimulus package. He said it will give an additional P10 billion to resettle and relocate informal settlers and families in danger zones.

The President said the government will be allotting P5.5 billion on various infrastructure projects under the Department of Public Works and Highways (DPWH); and P4.5 billion and P1.868 billion will go to the improvement of the Metro Rail Transit and Light Rail Transit (LRT) respectively.

October 31, 2011 declared as special non-working day throughout the country

PRESIDENT Benigno S. Aquino III has declared October 31, Monday as a special non-working day throughout the country in connection with the observance of All Saints' Day on Nov. 1.

The President issued Proclamation No. 265 on October 10, 2011 "to give full opportunity to our people to properly observe the day with all its religious fervor which invariably requires them to travel to and from different regions of the country."

Aquino assures disbursement of government funds

in programs that will directly benefit the Filipino people

PRESIDENT Benigno S. Aquino III assured the favorable disbursements of government's funds in programs that will directly benefit the people and empower them to become productive citizens as he urged them to take advantage of the opportunities being offered them as a potent step in uplifting their standards of living.

In his message following the Inauguration of the Phase 2 building and groundbreaking ceremonies for the Phase 3 of the Eulogio Rodriguez Integrated School in Mandaluyong City, President Aquino noted the innate skills of the Filipinos as a very important tool in nation-building.

The President also noted the government's unyielding efforts to effect reforms in the country's educational system. He called for the people's support in these efforts that will eventually result to the country's sustainable progress and development.

According to the President, these reforms include the allocation of over two hundred billion pesos for the Department of Education in the year 2012 to cover the acquisition of additional school equipment and the construction of additional 66 thousand classrooms within the next four years.

The President also bared the allotment of funds to avail some more quality books for the students and the Government Assistance to Students and Teachers in Private Education (GASTPE) program, a government project, created through Republic Act No. 6728, providing opportunities to impoverished students who cannot afford to study in private schools. The government recognizes the contribution of private schools in the country's educational system, and as such, made improvements through the maximization of their existing resources.

Malacanang says gov't 'has enough fiscal space'

to address damages caused by twin typhoons

THE Philippine government "has enough fiscal space" to address concerns with respect to calamity funds given the extent of the damage to agriculture products and infrastructure caused by the twin typhoons that hit Central Luzon just recently, Malacañang said Sunday.

Presidential Spokesman Edwin Lacierda issued this statement quoting Finance Secretary Cesar Purisima in response to questions on whether Malacañang mulls asking Congress for a supplemental budget to increase the P8-billion calamity fund that would help address the damages caused by typhoons 'Pedring' and 'Quiel' which are reportedly pegged at P13.8-billion.

Lacierda, however, said the government will be discussing more issues related to calamity this week, including the recommendation of Defense Secretary Voltaire Gazmin to formally declare a state of calamity in all the areas severely affected by the onslaught of 'Pedring' and 'Quiel'.

But even without the declaration of state of calamity, Lacierda said the government has taken the necessary measures to help ease the plight of the people in the calamity-stricken communities.

He said the Department of Trade and Industry continuously monitors the affected areas and has imposed price freeze in an apparent bid to prevent profiteers from taking advantage of the situation.

When asked whether the government is willing to accept financial aid or any kind of assistance from other countries, Lacierda said: "Wala pong offer ngayon. Right now, may nagtanong na po sa atin tungkol diyan kung kailangan. Ang sagot po ni Secretary [Cesar] Purisima, there's enough fiscal space to handle the calamity."

Lacierda, nevertheless, expressed his gratitude on behalf of the government for the message of sympathy extended by the United States through Secretary of State Hillary Clinton to the victims of the calamity in the country. (PCOO)

Govt assures mining investors of better security in mining areas

MALACANANG made an assurance Thursday on a more improved security in the country's mining areas following the attack of the New People's Army in Surigao del Norte on Monday.

Japanese and Australian mining investors have raised their concerns over the security of mining operations in the Philippines despite the statements of the government for improved security measures.

"We understand their concerns because we're just as disappointed of what happened there, so we've taken corrective actions. We are doing a threat assessment and we'll facilitative if necessary upon the recommendation of the DND, the AFP and the PNP," Presidential spokesman Edwin Lacierda said in a media briefing in Malacanang on Thursday.

Asked about the immediate actions that the government has implemented so far, he said they are leaving the matter to the military and the police adding that security officials haven't informed the Palace about recent security adjustments.

The President's spokesman also made an assurance that the government will look into allegations of abuses committed by mining firms that prompted the Surigao del Norte attack.

It was reported that indigenous peoples were sympathetic with the NPA's action and even environment adviser Neric Acosta was shocked by apparent violations.

However, Lacierda said the NPA shouldn't resort to violence in addressing those issues adding there are many pro-environment members of the Aquino cabinet that could have acted on those issues.

NPA guerrillas staged coordinated raids on Taganito Mining Corp. (TMC), Taganito HPAL Nickel Corp. and Platinum Group Metals Corp. (PGMC) operating in Claver, Surigao del Norte, on Monday, killing three security guards.

The rebels burned 10 dump trucks, eight backhoes, two barges and a guest house, the police and the military said. The rebels also seized several guns from private security guards. (PCOO)

Aquino government remains committed to raising the quality of education

MARKING this year's celebration of the World Teachers' Day, Malacañang on Wednesday renewed its commitment to raise the quality of education in the Philippines as it honored thousands of men and women who belong to the teaching profession.

In a statement issued by the office of Presidential Spokesman Edwin Lacierda, the Aquino administration maintained its commitment to elevating the quality of the country's educational system and uplifting the noble vocation of teaching.

"Our administration is one with the Filipino people in celebrating World Teachers' Day. We honor the thousands of men and women who have made it their life's work to educate our children, youth, and adults—sharpening their minds, shaping their values, and encouraging them to become dynamic and productive members of society," the statement said.

Improving the country's education system is one of President Benigno S. Aquino III's top priorities.

Proof of which was his decision to include the K-plus 12 program of the Department of Education or an Act Enhancing the Curriculum and Increasing the Number of Years for Basic Education among his list of priority bills during a Legislative Executive Development Advisory Council meeting held last February.

President Aquino also mentioned during a roundtable meeting with business leaders in his recently concluded visit to Japan that his administration plans to build 10,000 school buildings as part of the first four priority infrastructure projects under the government's Public-Private Partnership program.
